BULGARIA: SOFIA ELECTRICAL PUBLIC TRANSPORT

Environmental Review Summary

1. Description of the project
Sofia Public Electrical Transport Company JSC (the "Company") has requested the European Bank of Reconstruction and Development (the “EBRD”) to provide financing in support of their investment programme to improve the electric public transport services in the City of Sofia. The loan will be used for procurement of 30 new trolleybuses and rehabilitation of 4 existing electricity supply substations / rectifying stations (RS).

2. Environmental classification and rationale
The EBRD has classified the project B/1 under 2003 Environmental Policy. The project will result in limited adverse environmental and social impacts and in significant environmental and social benefits that have been reviewed by the environmental analysis. As the existing infrastructure and equipment is involved, an environmental, health and safety audit of the Company's assets and management systems has also been undertaken.

3. Information reviewed during the environmental appraisal
The environmental appraisal has been based on the review of the Environmental and Technical Due Diligence Reports for Sofia Electrical Public Transport project, prepared by independent consultants from POVVIK-OOS Ltd. in January 2009 in accordance with the requirements of the EBRD Environmental Policy (2003).

4. Environmental and social issues
The due diligence has confirmed that the Company and its operations are in compliance with the applicable Bulgarian environmental, health and safety and labour requirements. Quality is the key focus for the Company, and its quality management system has been certified under ISO 9001.

Main areas of environmental, health and safety concern for the Company are related to the use of outdated electrical transport fleet and some old infrastructure in need of rehabilitation. Major environmental aspects here include high electricity consumption, spills of lubricating materials and break fluid spills, fuel consumption and spills, water consumption and discharge of wastewater, hazardous waste generation, and industrial waste generation. Provision of safe working conditions for the Company’s staff is also a key issue. The project’s investment components are designed to address these environmental, health and safety issues and concerns. The project has been structured to meet Bulgarian and the EU environmental, social, health and safety standards, and adequate mitigation measures have been incorporated in the project design and into the resulting Environmental and Social Action Plan.

The environmental investigations showed that the project would result in significant environmental, health and safety improvements, considerable energy savings, and that any adverse environmental impacts would be limited. Implementation of the project will contribute to improving public transport reliability, safety and efficiency as well as to reducing traffic congestion and vehicle emissions in the City with associated air quality benefits.

There are no adverse impacts associated with the implementation of the investment components. Construction-related impacts are likely to be localised, short term in nature and they will be efficiently prevented or mitigated by applying international construction practice and planning. Any negative impacts and risks revealed can be fully mitigated through thorough implementation of the Environmental and Social Action Plan.

5. Summary of mitigation measures
A comprehensive Environmental and Social Action Plan (ESAP) to manage and mitigate potential environmental and social risks and liabilities associated with the existing facilities and planned investment programme has been prepared based on the results of the due diligence. ESAP has been agreed with the Company for implementation during the Project. The Environmental and Social Action Plan includes measures for improvement of the Company's existing facilities and operations, update of Company’s Waste Management Program, renovation of aspiration and ventilation systems at the depots, renovation of accumulator battery maintenance workshops at selected depots, minimization of asbestos-containing dust pollution during RS rehabilitation, proper storage and handling of construction waste. Further actions associated with the proposed investment programme include safe decommissioning and disposal of the old trolleybus units; safe handling and disposal of hazardous wastes such as the used transformer oil generated from the RS rehabilitation activities; proper handling and disposal of electrical equipment waste; preparing and formally adopting a comprehensive environmental monitoring plan for the company’s depots and RS. The Company will also carry out risk analyses and monitoring of the safe working conditions for each new workstation, in particular for drivers of the trolleybuses and for operators of the new RS station equipment.

6. Disclosure of Information and Consultation
Environmental information on the project will be disclosed to public in accordance with the planning and construction procedures of Bulgarian law. In the context of EBRD’s participation in the project, this environmental summary will be disclosed locally at Sofia Public Electrical Transport Company JSC offices and local media as well as in English on EBRD website at www.ebrd.com
7. Monitoring and Reporting
Sofia Public Electrical Transport Company JSC will report to the EBRD annually on the measured environmental impacts and on the implementation of the ESAP. The Bank will evaluate the project's compliance with the applicable environmental and social standards during the lifetime of the project by reviewing these reports and by conducting monitoring visits to the project when and if deemed appropriate.
